Fidelis has over two years of audit experience and over 30 years of corporate tax experience with KPMG in Singapore, actively managed a portfolio of clients from different industries, including financial institutions, fund management, real estate and energy sector, in respect of all tax issues, including reviewing corporate income tax computations and returns, assisting with routine queries from and providing resolutions of complex tax issues with the Inland Revenue Authority of Singapore (IRAS), assisting with the review of the interim and yearly income tax provisions, providing ad hoc tax advice (e.g. Singapore withholding tax requirements, permanent establishment exposures, tax due diligence exercise), to name a few.
In addition to the above tax technical roles, Fidelis was involved in the business development of the Tax Division with KPMG where he assisted with meeting the market needs for tax services and helping to cross-sell KPMG’s full suite of services. He also spent over one year in the Marketing Department assisting with proposal/general support for all marketing pursuits.
Fidelis’ professional working experience extended to heading the Accounting & Tax Department of a multi-national Japanese bank in Singapore and worked there for about seven years, managing a team of about eight staff. He handled accounting, corporate income tax, Goods and Services Tax, Asset-Liability Committee reporting to Senior Management and regulatory reporting to the Monetary Authority of Singapore.
He currently looks after all business development efforts for the Nexia Singapore group, including CACS Corporate Advisory, and assists with corporate and individual income tax filings, and stamp duty relief application, and attends to IRAS’ income tax queries. He also manages the Tax Team of about five staff and all administrative functions (including Business Continuity Planning) to ensure the smooth operation of the Tax unit.
Kam Phin has more than 20 years of experience in the private accounting practice sector and vast experience in the full spectrum of corporate tax compliance services for a portfolio of clients in a wide range of industries, from merchandise trading (imports and exports) to investment holding activities, manufacturing businesses, service companies, shipping businesses, foods and beverage operators, and fund management service providers. In addition to income tax compliance services, he has been equally active in undertaking corporate tax advisory assignments involving cross-border transactions and corporate restructuring exercises.
Kam Phin is passionate about nurturing a younger generation of tax professionals and is actively involved in imparting his skills and knowledge to them through his involvement with the firm in the final reviews of the taxation works prepared by the younger colleagues.

Siek Yoo is a Chartered Accountant of Singapore and a Certified Internal Auditor. She has more than 10 years of professional experience in audit and assurance, accounting and commercial. Her experience also covers internal audit, Enterprise Risk Management, sustainability reporting, and expert witness for various small and medium enterprises and listed companies across different industries.
Joanne managed and maintained a portfolio of Singapore business entities, liaised with and advise clients on company formation, company statutory administration, work passes, business licenses, and related matters, assisted with filings with the Accounting and Corporate Regulatory Authority and other statutory bodies. She was also responsible for corporate compliance, including maintaining clients’ KYC.
Joanne was part of the department’s Technical Committee responsible for the setting up of e-mail templates, internal forms and reviewed the standard templates regularly to ensure that they were in line with the changes of the legislations and regulations.
May Ling is a practicing chartered secretary with more than 20 years of professional experience in the corporate secretarial industry handling both private limited and public companies. Prior to joining CACS, May Ling had worked with several professional service firms, such as M & C Services, Harry Elias Partnership, Corporate Alliance and Lim Associates (now known as Boardroom Corporate & Advisory Pte. Ltd.). She was in charge of delivering corporate secretarial services to a portfolio of clients under her charge, including Singapore subsidiaries and branches of foreign multinational corporations, local business entities related to statutory boards and local corporates.
Over the years, she also led her team in delivering corporate secretarial services to SGX-listed companies in her portfolio. Her responsibilities included engaging in advisory work on setting up entities and special transactions, such as corporate restructuring, acquisitions and changes in capital structures, etc. She also acted as named company secretary and CorpPass Administrator.
Mandy has more than 30 years of experience as the head of non-assurance services. She is a well-rounded professional with knowledge and demonstrable experience in the many corporate services offered by a public accounting practice, including assurance, taxation, accounting, corporate recovery and insolvency, before finally focusing and specialising in the corporate secretarial practice in 2007.
Mandy is a hands-on corporate secretarial director who is familiar with all aspects of corporate secretarial issues, including incorporation, amalgamation of companies, preparation and review of the directors’ resolutions, preparation of the relevant documents and materials for Board Meetings, assisting the chairman in presiding over the board and shareholders’ meetings, annual statutory filings, handling of correspondences with ACRA on various issues, etc..
Besides corporate secretarial expertise, with her extensive knowledge and experience in various aspects of corporate compliance issues, including accounting, taxation, corporate recovery and insolvency, her clients benefit from her versatility as she can be consulted on different corporate compliance matters, rather than having to deal with multiple specialists.

Rouh Ting has more than 20 years of professional experience, including having at least 18 years of audit experience in a mid-tier global accounting firm. She had been a Financial Controller in a public listed company in Singapore during her two years of experience working in the commercial sector.
Rouh Ting has considerable audit experience in various industries including shipping, agriculture, construction, energy, information technology, manufacturing, hospitality, trading and retail companies and charity organisations. She has been involved in audit engagements for public listed companies, small to large non-listed corporation and family-owned business. She completed an Initial Public Offering exercise as the Reporting Accountants for a Singapore company listed on the Mainboard of Singapore Stock Exchange in October 2020.
In January 2023, Rouh Ting completed The Chartered Valuer and Appraiser (CVA) Programme awarded by Nanyang Technological University and Institute of Valuers and Appraisals, Singapore.

Paul has more than 25 years’ experience in managing a wide variety of complex assignments, which includes extensive exposure to audit and assurance, tax advisory and investigation, internal audit, corporate recovery, M&A deals including financial and tax due diligence. More recently, he was the lead consultant for several Singapore Government agencies-supported business consulting engagements.
Paul currently also serves as an independent director on the Boards of three Singapore public listed companies; Serial System Ltd, Second Chance Properties Ltd and Pollux Properties Ltd. His past directorship in listed companies comprised China Sunshine Chemical Holdings Ltd and Sin Ghee Huat Corporation Ltd.
Woon Pheng brings over two decades of experience in accounting and finance, specialising in business valuation, intangible asset valuation, IFRS compliance and advisory, financial and tax due diligence, transaction advisory, forensic accounting, fraud investigation, and litigation support services.
He serves on several professional bodies, including the Investigation and Disciplinary Panel of ISCA, the Certification & Disciplinary Working Group of the Institute of Valuers and Appraisers, Singapore, and the Panel of Financial Experts scheme between ISCA and the Family Justice Courts. He is also an IPOS-endorsed Intellectual Assets/Intellectual Property valuation expert.
A frequent speaker at industry conferences and professional education workshops, Woon Pheng contributes to the Singapore Chartered Accountant Qualification and Chartered Valuer & Appraiser Programme. He currently serves as an adjunct lecturer at the Singapore University of Social Sciences and Murdoch University, teaching corporate finance and business valuation.

His experience includes working with Institutions of a Public Character, Singapore government ministries and agencies, fund management companies regulated by the Monetary Authority of Singapore, manufacturing and trading companies. He is also a Certified Information Systems Auditor and a Certified Internal Auditor. In his spare time, Edwin volunteers by serving on the management boards of several non-profit organisations. He has also published research and policy papers focused on cybersecurity and insider threats.
